Program Overview

In May 2021, City of Cincinnati Councilmember Liz Keating sponsored an ordinance which would remove land area/unit (density) limitations in the zoning code to allow for construction of more housing within Multi-family, Office, Commercial, Urban Mix, Manufacturing, and Riverfront zoning districts. The removal of these limitations is among the strategies being considered by the City for increasing the supply and availability of housing within Cincinnati.

But the proposals are controversial. In fact, at a meeting of the City Planning Commission on February 4 much opposition was voiced and the proposed zoning changes were not approved. What’s going on here?

The goal of this program is to provide an overview of the issues. The featured guest, John Yung, A.I.C.P., will start the conversation with a presentation which will summarize the proposed zoning changes, as well as the arguments for and against them.

John Yung is the lead planning consultant for Urban Fast Forward where he works to develop communities focusing on revitalizing and enriching city centers and neighborhoods. Mr. Yung has more than 15 years experience in land use code analysis, development plan review, and project implementation and has expertise in engaging community members and elected officials. He is a member of the Cincinnati USA Regional Chamber Next Gen, the Urban Land Institute Cincinnati Mission Advancement Committee, a founding board member of the CNU-Midwest Chapter and a former member of the Over-the-Rhine Foundation Board.

NOTE: The Equitable Growth & Housing Committee has scheduled a meeting for March 15 at 1pm during which the proposed text amendments to the Zoning Code regarding density limitations will be considered. Register to speak at the council meeting or read more about the proposal.
